When I joined the Board of Commissioners of the Metropolitan Water Reclamation District (MWRD) nearly a decade ago, there were maybe two or three members of the Board who would have voted in favor of installing disinfection technology to kill the bacteria and other pathogens remaining in the water before it was discharged into the Chicago waterways from the North Side (O’Brien) plant and the Calumet plant. Five years later, in June 2011, the Board approved disinfection by a vote of eight in favor to one opposed — some people changed their minds and some members of the board had changed. Elections matter.
